Job Description

The Manager, SHS Performance Office is responsible for management of staff who provide sales, marketing, administrative, clinical, and/or service project portfolio management activities for the business in order to meet the growth, retention, membership, service, and/or overall value delivery goals for all Senior Health Services lines of business. This position helps manage effective and efficient solutions to complex business problems with delivery of key presentations/concepts, business reviews, and business development recommendations. This position's responsibilities include maintaining effective relationships with partners in SHS, the Health Plan Business division, and others to ensure that corporate management is informed of the progress of performance of all portfolio activities supporting divisional strategies. This role is also responsible for strategizing, innovating, analyzing, planning, organizing, budgeting, reporting, and identifying other business needs, and other functions that are required to maintain and operate an efficient and effective Performance Office.

RESPONSIBILITIES/TASKS:

  • Plans, organizes, and helps direct activities of an assigned business area, including, but not limited to, planning, reporting, training / motivation, and communication
  • Manages staff responsible for Performance Office workstream-level support to drive toward desired initiative outcomes and effective reporting and analysis of ongoing performance toward workstream and broader division-level goals and objectives
  • Maintains and promotes quality relationships with internal and external customers
  • Compiles and analyzes statistics and prepares activity related reports, resource needs, and inventories and monitors all workflows within the Performance Office
  • Leads and participates in workgroups and task forces in order to complete planned and special assignments and projects
  • Coordinates and sets priorities that maintain continuity and consistency in processes supporting the accomplishment of goals / targeted value delivery
  • Recommends process changes or other solutions as needed to support efficient use of resources and/or delivery against defined activity targets
  • Participates in ongoing development and management of portfolio work, monitors and/or reconciles budget, and manages budget discrepancies.
  • Responsible for balancing workload to optimize the effectiveness of the department

DIRECTION EXERCISED:

Directly supervises exempt staff in accordance with company policies and applicable Federal and State Laws. Responsibilities include, but are not limited to, effectively interviewing, hiring, terminating, and training employees; planning, assigning, and directing work; appraising performance; rewarding and counseling employees; addressing complaints and resolving problems; supporting and encouraging the engagement process.

Job Requirements

EDUCATION:

Bachelor's degree in Business Administration, Health Care Administration, Marketing, or a related field. Master's degree in a related field is preferred. Relevant combination of education and experience may be considered in lieu of degree. Valid Michigan Accident and Health Insurance license is required for managers whose primary emphasis is sales. Valid and unrestricted driver's license is required. Continuous learning, as defined by the Company's learning philosophy, is required. Certification or progress toward certification is highly preferred and encouraged, where applicable.

EXPERIENCE:

Seven years experience of progressive responsibility in a business environment with demonstrated capability in providing the necessary knowledge, skills, and abilities required. Three years supervisory or lead experience required. Bilingual skills preferred.

SKILLS/KNOWLEDGE/ABILITIES (SKA) REQUIRED:

  • Excellent analytical, organizational, planning, verbal, and written communication skills required.
  • Proficient in work that involves analysis, organization, planning, presentation development, problem resolution, sales, strategy, and innovation.
  • Knowledge of BCBSM and BCN products, particularly Medicare, including membership and enrollment procedures, competitor / market data, quality and regulatory requirements, and/or other areas of Medicare business
  • Must be self-motivated and have the ability to work well under pressure.
  • Ability to effectively present information and respond to questions from internal and external contacts at all levels of the organization.
  • Ability to read, analyze, write, and develop communications (i.e. white papers, strategy decks, etc.) or reports as required by leadership.
  • Proficient in current industry standard PC applications and systems.
  • Must demonstrate leadership ability and team building skills to effectively supervise professional and non-professional staff and interact with all levels of management.
  • Ability to work with and empower others on a collaborative basis to ensure success of unit team.
  • Ability to effectively exchange information, in verbal or written form, by sharing ideas, reporting facts and other information, responding to questions, and employing active listening techniques.
  • Ability to effectively present budgetary and/or cost information, and oversee reconciliations across or between sources
  • Ability to establish workflows, manage multiple projects, and meet necessary deadlines.

WORKING CONDITIONS:

Work is performed in an office setting with no unusual hazards. Occasional travel (15%) may be required.
