Job Description


This position is directly responsible for management of payroll processing of Emerging Markets. This position will have oversight and accountability for bi-weekly and monthly journal entries associated with payroll, bonuses, taxes and pension, reconciliation of all entities general ledger withholding accounts and proposing correcting entries when necessary. Provides continuous improvements and procedural enhancements as processes and systems change to staff associated with payroll operations. This position also supports budget and forecast development, variance analysis, and monthly management of expense reporting.


  • Manages the team responsible for the administration of electronic timekeeping system, monitors submissions of timecards and ensure valid data transfers to/from payroll system.
  • Manages the processing of all non-routine payroll transactions, including voiding checks, issuing stop-payment orders, issuing and recording manual checks.
  • Critically review and analyze current payroll in order to recommend and implement changes leading to best-practice operations.
  • Manages the reconciliation of payroll and tax ledger account for W-2 year-end processing.
  • Develops and documents new or changed policies and procedures to provide better payroll management, to maximize efficiency and improve internal control.
  • Manages the team responsible for performing bi-weekly and monthly journal entries related to payroll processing.
  • Reviews the preparation of month end journal entries reconciliation of payroll related general ledger accounts for the Enterprise.
  • Serves as primary project team owner for payroll operations on Enterprise projects; key role in development of business requirements, testing and implementation.
  • Participates in development and maintenance of budgets and forecasts, including variance analysis.
  • Collaborates in aligning and identifying needs for system revisions, formulating system requests and recommendations, then analyzing post-implementation results of system changes.
  • Maintain confidentiality of information processed.
  • Develops strong relationships and partnerships with enterprise employees at all levels.
  • Responsible for the development of a highly efficient and knowledgeable team of payroll accountants.
  • Manages training of the payroll team and other business units throughout the enterprise as it relates to the payroll function.
  • Serves as direct contact for internal and external auditors.
  • Ensures timely and accurate full-cycle payroll processing for the enterprise, retirement contributions and loan feeds are accurate, and report quarterly/annual information to parent company.
  • Handles administration of electronic timekeeping system.
  • Responsible for all payroll tax activities, including compliance with federal, state and local regulations, researching laws and regulations regarding taxes and payroll withholding procedures, and ensuring Payroll Tax Vendor receives all updated information regarding state and local tax changes.
  • Ensure the Enterprise remains in compliance with all federal, state and local payroll laws (i.e. IRS, Department of Labor). Communicates with taxing authorities as required.
  • Responsible for complex problem resolution and process redesign.
  • Identify data/quality issues, formulates recommendations and initiates solutions for problems that impact business decisions.
  • Performs full supervisory activities including selecting, orienting, training, discipline employees and performance appraisals.


Directly supervises exempt and non-exempt staff in accordance with company policies and applicable Federal and State Laws. Responsibilities include but are not limited to effectively interviewing, hiring, terminating, and training employees; planning, assigning and directing work; appraising performance; rewarding and counseling employees; addressing complaints and resolving problems; supporting and encouraging the engagement process.

Job Requirements



Bachelor's degree in accounting or finance or relevant field of study. Combination of relevant education and experience may be considered in lieu of a degree. Continuous learning, as defined by the Company's learning philosophy, is required. Certification or progress toward certification is highly preferred and encouraged.


Seven years of relevant experience which provide the necessary skills, knowledge and abilities including multi-state and multi-entity payroll administration. Prior supervisory experience preferred or team leadership role equivalent. Experience in both union and non-union environments preferred.

Work is performed in an office setting with no unusual hazards. Occasional travel may be required.
