SUMMARY:

The Admin and Program Office Director supports the Administration Office through coordination with all business units and Corporate Services functional areas to successfully implement the strategy. The Director will be the lead, responsible for working with other functional areas to support the needs of the business. The Program Office Director ensures that business realize and communicate benefits in relation to project financials, project and application portfolios, infrastructure and resources. This position will be instrumental in the definition, design, development, and implementation of critical, complex business and system projects to ensure continued success and profitability of the enterprise. This role will work closely with the PMO Managers in Metrics & Reporting and Special Project to mature Program and Project Management practices. This position will also be responsible for managing the value proposition, ensuring that IT creates, delivers, and realizes projected benefits and those benefits are accurately communicated back to the business. The role will work with BCBSM, EM, and BUs to determine program strategies and will provide oversight to the implementation of operating plans for the program and responsible for overall program budget. This position will be responsible for Program Governance and Policy Governance across Emerging Markets. This position is responsible for managing Business Continuity and Business Recovery.



RESPONSIBILITIES/TASKS:

  • Collaborates with Business Unit and Corporate Functional areas in support of strategic initiatives.
  • Drive Program Governance for Corporate services and transparency across all Business Units
  • Overseeing and improving project portfolio management and maturity across the organization as well as the tracking/reporting of conformance to plans.
  • Serve as the overall lead and champion of the PMO and resourcing functions.
  • Provide a clear and shared understanding of the expected benefits from projects and programs.
  • Establish Metrics & Controls to lead & manage projects and programs.
  • Oversee financial functions across Programs and Projects (e.g. budgeting, forecasting, accounting and monthly charging).
  • Oversee development and coordination of the project (new & existing) portfolio plan designed to deliver enhanced business capabilities that "enable the busines" and support the overall business strategy.
  • Oversee and manage the portfolio of applications ensuring lean and efficient inventory of applications supporting business goals.
  • Oversee resource management by contributing to the Resource Management & Resource Scheduling processes.
  • Drive policy governance across the organizations
  • Drive business continuity and business and technical recovery
  • Provide vision, leadership, planning, project coordination and management for the development of a cost-effective department while concurrently facilitating efficient operations to meet current and future business needs within the organization.
  • Participate in the development of programs as a strategic partner that supports the Company plan.
  • Participate in development of annual departmental budget, monitor budget and identify budget discrepancies. Research cause and make recommendations.
  • Responsibility for balancing workload to optimize the effectiveness of the department and maximize the business value delivered to the enterprise.
  • Direct projects, providing project prioritization, leadership, and execution.
  • Develop and present recommendations and progress to senior executive staff.
  • Lead efforts to create a vision that links project concepts to feasible solutions in support of strategic objectives and overall organizational learning.
  • Support business units and corporate services functional areas as appropriate to improve processes and define services to become a best in class services company.

DIRECTION EXERCISED:

Directly supervises exempt and non-exempt staff in accordance with company policies and applicable Federal and State Laws. Responsibilities include but are not limited to effectively interviewing, hiring, terminating, and training employees; planning, assigning and directing work assingments; appraising performance; rewarding and counseling employees; addressing complaints and resolving problems; supporting and encouraging the engagement process.
